Powerfuel Plc is the product of a partnership between Richard Budge and Kuzbassrazrezugol ("KRU") to develop the Hatfield Colliery and a proposed power plant at the site. KRU, one of Russia's largest coal producers, acquired a 51% shareholding in March 2006 with the aim of recommencing coal mining in 2007. Richard Budge, Chief Executive Officer, has held the vision for many years of building a state of the art clean coal power station to use British coal and thus ensure for it a sustainable future. Powerfuel Plc owns the Hatfield Colliery, has rights to the license area, and a s36 consent to build a coal-fired power station on the site; it is currently believed to be the only consented new coal fired project in the country. The Hatfield power project is for ca 1000MW of power generation from IGCC operation, and has carbon capture designed in and operational from the outset. If an appropriate commercial framework is established soon the station could be operational in 2012. The plant would require ca 2.5 million tonnes pa of coal and would be capable of capturing over 5 million tonnes pa of CO2; the aim is to send this by pipeline to an offshore oil field for EOR. The project could offer steam and electricity on site to other users, syngas to other gas consumers and hydrogen for municipal transport.
